In another thread I mentioned and illustrated the 24hr delay in getting SMS and data (internet) activated on foreign SIM card (norwegian in my case).
I have been cleaning my SMS and I notice one that I did overlook while I was in Pskov couple weeks ago.
The phone with my norwegian SIM was probably off sometime, then when recharged and powered on, the SMS may have been send. I didn't notice as I did not use the SIM, was on russian SIMs on another phone.
the SMS was from T2 ie. former Tele2 (now it is a brand of Rostelecom), and had an activation link for SMS and internet. As I found it now I didn't use it. But then this:

the details shows a 3 hr delay between send and received, so much less than the 24hr blocking:
