Under Russia's anti-money laundering law (115-FZ), recent regulatory updates have significantly tightened restrictions on transactions. Key limits and monitoring rules include:
Cash and Unidentified Transfers: You are restricted to sending a maximum of 100,000 rubles per month without opening a formal bank account (even after passing basic identity checks).
Suspicious Activity Thresholds: Transactions of 60,000 rubles or more are highly scrutinized. Banks are required to instantly freeze accounts and block access if the sender fails to provide proof of identity and source of funds when requested.
Anti-Fraud Protections: Banks can also suspend and restrict online banking access if a client attempts to transfer more than 100,000 rubles in a month without their voluntary consent.
Rosfinmonitoring Authority: The financial monitoring service can require banks to suspend suspicious client transactions for up to 10 days, and up to 30 days if foreign authorities provide relevant information.
