my experience in getting my profile on the Unified Biometric System (EBS).
As per the law in vigor since 01.01.2025, sales of new SIM to foreigners and opening of bank acccounts (for payment card MIR) from 01.03.25 required to have a profile on the administrative portal (Gosuslugi) and on EBS. Foreigners with SIM and bank from before have a grace period until 30.06.25.

My case is the one of foreigner with SIM and bank from before. So I used my existing Russian numbers. This may be important, actually I didn’t think at the moment, to ask about foreign phone numbers.
I am very familiar with Russia since long, so I feel at home. Speak broken Russian.

Last week of February I took five days off and went to Kaliningrad meet a friend and drive around the oblast. In between i decided to get registered.

The main administrative services are centralized at the MFC (Multi Functional Center) also called “My Documents”.

SNILS = a kind of social security number.
Anyone can get a SNILS, have to show at MFC with your passport and notarized translation.

as I didn’t want to spend time, I ordered a translation online with notarization , with courier delivery at pick-up point convenient relatively my place of stay in Kaliningrad.
SDEK is main courier service, something like DHL, UPS, Fedex, etc.
The translation service I found online did accept non-Russian payment if needed.
I synchronized shipment as per my arrival day in Kaliningrad. (translation was done in Moskva)

so i arrived in Kaliningrad with the bus from Gdansk, went to SDEK picked the translation.
As this is a physical seal, there is a ribbon attaching the pages throught a hole:

 ![](https://forum.russiable.com/uploads/foro_en/original/1X/04e20a6a5dde91af22e9e851cd87f7ff51008954.jpeg)

this notarized translation has to be kept, it is needed at MFC, at the bank, etc.

I went to the main MFC on Victory Square, in front of the cathedral. Any MFC will do of course.
In the entrance a touch screen to pick the needed service, but there is an information stand where they orientate you the best. I told a lady there that I am non-resident foreigner and need a SNILS. She gave me a queue number and I went to sit and wait my turn.

 ![](https://forum.russiable.com/uploads/foro_en/original/1X/172c24ccb526598380264feb0b760310a370807d.jpeg)

half and hour wait, and I was registered at one of these desk.
An address is asked, it is a requirement, but no proof is asked, you can give whatever. I gave the hotel´s address.
No phone number and no email address asked.

Now, first delay: the lady explained me that what she filled was an application for a SNILS. Formal delivery will be after one day. I so learned that it can in fact take up to 5 days.
I got a receipt of my application, with a tracking number, and that’s all:

 ![](https://forum.russiable.com/uploads/foro_en/original/1X/5d38dcca0bc4c77cbe1913fe45fa3f81976c5d27.jpeg)

next day I went to visit some places in the oblast, and went back to MFC with my receipt the following day. Take a queue number, wait, get to a desk, date and sign consents and have the certificate with the SNILS:

 ![](https://forum.russiable.com/uploads/foro_en/original/1X/d7c5a1fd1c2ba93386b4a663ca93036e23b6a9f2.jpeg)

one queue number = one operation. With now my SNILS I returned to main desk to ask for a queue number for Gosuslugi. Was told to return Monday because there was technical maintenance and some services not available. It was a Thuesday, i had to be back at work Monday, so I left. i checked and there was a message of MFC Kaliningrad on their Telegram channel warning about the reduced services these day. So I could have planned accordingly if i thought of checking that channel.

#####

mid-April, Easter week, I was in Pskov.
Went to MFC with my SNILS certificate, passport and translation. In this one touch screens for getting a ticket are back main desk for staff only. Asked for registration into Gosuslugi and went to sit and wait:

 ![](https://forum.russiable.com/uploads/foro_en/original/1X/ad6205a2ccc2cb8a6c3ab62afa42f458d2dce8f5.jpeg)

 ![](https://forum.russiable.com/uploads/foro_en/original/1X/3fd72f2b722148d593d27622ad85beb6f7e39903.jpeg)

email and phone number are required this time. Address too, but without proof. The agent looked for an address and stamp on the back of my immigration card (given at border) but there was nothing. Obviously, despite being in her twenties, she didn’t know that this no longer done by hotels since long (the 2010’s), she was ok with that an just told me an address is needed. I gave the hotel’s one.
The registration process does require some amount of typing for the agents.
There was a glitch when she wanted to register my phone number. The confirmation SMS was not arriving. Btw. I noticed in Pskov that my MTS SIM was getting better connection than my Megafon.
Anyway no confirmation SMS was arriving in my phone despite few tries. She was patient and friendly.
In the end she told me phone number was not critical, SNILS and email with password being enough.
So she created the Gosuslugi profile on my phone, then handed it back to me to modify the password, create my own and log in. All good.
I exited MFC with my Gosuslugi profile.

Same day later in the evening, went I went to log in, I could not. SMS confirmation code was required. Further check on Gosuslugi Q&A site and I learned that TWO-FACTORS authentication is mandatory since some time, to avoid frauds. But as my phone number could not be registered when in MFC because no SMS arriving, I was stuck.
So next day I returned to MFC. The lady this time told me that indeed a phone number is mandatory because the 2-factors auth.. She had to send confirmation codes in the system few times until I finally got one.
My guess is that MFC works on different sets of databases and there can be delays in initialization by propagation of new profile data. Pure guess but possible. Or there was just too much traffic in the network the first time. After the first SMS code, the other times I hae been logging since, codes arrived quickly.

you install Gosuslugi app, very convenient. Login asks randomly for a combo SNILS and/or email + password + SMS code.

 ![](https://forum.russiable.com/uploads/foro_en/original/1X/f153a40116c3616d9895eabe670d718b509c06d4.jpeg)

walked out of MFC and went to the main Sber office. Touch screen in entrance, pick “EBS registration”:

 ![](https://forum.russiable.com/uploads/foro_en/original/1X/f6cc06801ef9d84c29d594ad09d35a4a0e6bcb84.jpeg)

the lady first told me I could not be registered into EBS because I am not Sberbank customer. So I explained and showed to her on m phone the relevant page on Gosuslugi site. She read then called a coworker who confirmed and I was send to another window.
Your profile your passport with translation. Passport is scanned like at border, and the agency manager comes to check the passport photo. The data on Gosusluugi profile is also needed, I just handed my phone with the app opened. Address also required, no proof needed, so gave hotel again.
Some typing, that the agent does not on a Sberbank server, but on EBS system itself.
Then biometrics. She took a shot of my face, and, at this point, there was a log on EBS site. It didn´t load the photo. Tried couple more times but no luck. So was asked to return next day.
Did so, passport scan, manual verification from manager and sign consent had to be redone, face shot take, this time it did load., then I read three rows of numbers (0 to 9, 9 to 00, random) and that was the voice recording.
Done on EBS.

There is the Gosuslugi app, and a Gosuslugi Biometrika app.
Screenshot, with photo and voice validated, and as it reads, valid for five years:

 ![](https://forum.russiable.com/uploads/foro_en/original/1X/2779f59297317d53c90983896587d8949bf280cd.png)

####

Summary: in theory it can all be done same day, queue 1st time in MFC for SNILS and have the certificate on the spot, return to main desk ask for another queue number for registration on Gosuslugi and get the profile created fully active. Go to Sberbank (or VTB), and get registered on EBS.

BUT there is the up to 5 days delay in issuance and propagation of the SNILS.
There can be technical maintenance, reduced service, network lag.
At the bank there may be uninformed staff.

And now the last joke. After I was EBS ready, I walked into the MTS kiosk by Pskov railway station. The guy told me i didn´t need to be EBS checked for revalidation of my number. He just scanned and registered the translated passport, as it is different than the one I had at the time I bought the SIM. I insisted about biometric check but he kept insisting there was no need, the SIM will be active after 30.06.
Then I walked into the Megafon kiosk and there the guy didn’t know what i was talking about, I showed him the Gosuslugi information and he called some manager to get information. So he learned about this law…
He refreshed also my account with my passport and that’s all.

mid-June I will be again in Russia, so with recheck with MTS and Megafon. This time I will probably be couple days in SPb or MSK.

btw, the notarized translation with SDEK delivery did cost 2750 rb.
I just searched on Yandex and picked the first result I think. Paid with my MIR put then had also options for non-russian card.

Thanks a lot @Aantoniob for sharing your detailed experience with the SNILS, Gosuslugi and EBS registration process as a foreigner in Russia. Super helpful, especially now with the new requirements for SIM cards and bank accounts in 2025. Your notes about delays, translation, MFC visits and even the SMS issues make it much clearer what to expect. I really appreciate the time you took to write it all down — it’s going to help a lot of people!

I already have an MTS SIM card. Do I need to submit the original sworn translation for the procedure? Or can I just print out the PDF file?

> @Angela I already have an MTS SIM card. Do I need to submit the original sworn translation for the procedure? Or can I just print out the PDF file?

sworn translation required. It’s a physical seal. One sheet is the scan of main passport pages, the other the translation, with pen signature and ink stamp in the paper, both sheets are attached with a ribbon that is also glued. The physical sealing is what makes it a valid notarized document.

This document is too have with you every time you go to MFC, and to the bank.

I checked my emails, detail was:
translation: 600 ₽
notarization: 800 ₽
cost of scan: 50 ₽
courier delivery: 1300 ₽

cheap.

@antoniob
I entered Russia last week. First, I am Japanese. I entered through Vladivostok airport from Japan via China. At that time I was asked a few questions in a separate room, which took about 10 minutes. When I entered Russia through the same route last year, I was not questioned. This time, it seems that the situation is still related to the situation.

Now, let’s talk about the SIM card.
After seeing antoniob’ post, I also requested my passport to be translated and notarised online in advance. Thanks for the good ideas 🙏
Two days after arriving in Russia, I received my documents at the hotel, applied for SNILS and registered for biometrics. Both were immediately reflected in the application. However, the MTS verification has failed several times. MTS will give it some time to see how it goes.
I received a T-mobile SIM card when I created my T-bank debit card last year. I have never used this SIM card, but I have successfully registered this SIM card. If the MTS SIM continues to fail, I will likely use T-mobile. Besides, T-mobile’s plan (top up) might be good for travellers.

thank you for the feedback. Great that you had the SNILS-Gosuslugi-EBS registration quick and smooth. Do you manage enough in Russian or were MFC agents being as helpful as possible? I guess anyway that Vladivostok is maybe a place with local services more used to all kind of foreigners transiting there.

for clarification: verification with biometrics at an MTS shop ?

Thank you Antoniob and everyone for this great information. I have a question. I know that I will have no problem getting my SNILS.

Then I go to MFC - but when they try to text my MTS phone number it will already be blocked. How am I supposed to get the text since the number is blocked? Or does Gosuslugi “unblock” the number, so I can receive the text? I’m confused at this point in the process.

What I was told by MTC - is that they will block my phone number on 06/30. Then I have 180 days after I’m blocked to get verified (SNILS, Gosuslugi). If I don’t get verified in 180 days, then they take the phone number away completely.

@antoniob
Sorry for the late reply.
Since then, I went to an MTS shop in the city centre and asked them to register me again, which completed the authentication. Staff are more knowledgeable in shops that are visited by many foreigners.
As it is not a big city like Moscow or St Petersburg, there was almost no waiting time for the procedure.

However due to the system, nothing is reflected in the SIM card field in Gosuslugi 😭 The shop staff said there was no problem. Of course I can still use it.

I speak very little Russian. Fortunately, a Russian friend (who speaks English) came with me and helped me.
Also, the bank staff spoke English. Everything else I used a translation app.

I tried to read out the biometric numbers in Russian, which I had practised, but they said it was hard to distinguish between the two due to poor pronunciation 😂 They said it doesn’t have to be in Russian. I was told I could use English or Japanese, so I read them out in my mother tongue, Japanese.

@Cal
I completed my registration in late May. At that time, my SIM card was not yet blocked and I was able to use it without any problems.
Perhaps this is because we will soon be celebrating 1 July. If there is an MTS shop near you, it would be quicker to ask them directly 😭

We are turned around by government announcements, actual procedures and system coordination glitches. Local staff say different things to different people.

@Angela
thank you, it is interesting to heard about different experiences. It seems that not so many agents at the teleoperators shops are aware of the exact process in the new law.

As I am relatively frequent traveler in Russia, due to proximity with cheap air tickets (Oslo-\>Tallinn, Oslo-\>Riga, Oslo-\>Gdansk) I didn’t worry about delays, glitches, in the processing, as i illustrated in my comments. Could easily return to MFC, to a shop, etc.
Reminder at my stay in Pskov early-May: with my EBS done, I visited the MTS and the Megafon kiosks by railway. They didn’t know about the new requirements. and I left.
Last week I was in Sankt-Peterburg and visited:

- MTS on Nevsky by Vosstanya. Agent recorded my data as per my passport and translation, and against my Gosuslugi profile on my phone. Then on my phone she helped me through the messaging system in order to send a confirmation about it. But there was no biometric processing. She insisted it was ok. Next morning I got a message on my Gosuslugi mailbox that a new data was registered by MTS and I neeeded to run a … biometric confirmation.
Well. i followed the links in Gosuslugi on my phone but there was page informing it can’t be done oneself on the phone.
I walked into another MTS, the one by Chernyshevskaya metro, and there the agent sent a request for biometric check from his work phone to my Gosuslugi profile. I ran then the camera on my phone for visage verification.
Soon after I got a notice on the Gosuslugi app about refreshed profile data, to be confirmed in … 5 days.

- my Megafon: went to the shop by corner of Nevsky and Kazan cathedral. One of the guy was processing a couple of Chineses, using the phone for voice translation, they were buying a SIM from a complete Gosuslugi-EBS registration. It took a while. My turn came and I told i needed to be confirmed as per the new law. The agent checked my passport and existing phone number, then took the webcam and did the face confirmation. That’s all. I asked: nothing else? He:no. But I was not sure it was ok because he didn’t ask for my passport + translation.. So I went to another Megafon where the guy didn’t even know about the new law(!). I explained and stressed I wanted to be sure my data was fully recorded. He used my Gosuslugi data on my phone app, the passport and translation, and typed in into his terminal.

- out of curiosity I went to the Beeline shop on Ligovsky near Vosstanya, to buy a SIM card, a fresh new one.
I was asked for my passport and visa. Was not asked for the notarized translation but gave it so to make it easier. An address was needed, ie. he asked about my registration in Russia, but no proof required, I gave a real address I know so. Just pro forma so the record is happy.
I was asked for my Gosuslugi app. The agent ran couple of registrations and cross messages, SMS confirmations and Gosuslugi confirmation, from his phone to mine. Then he used the webcam for face confirmation. Done.

yes the SIMs don’t appear at once inside Gosuslugi profile, as for instance the MTS message was mentioning 5 days.

Hello,
I gotta say thank you for all the information about this draining process, that’s all I wanted.

I just have one question:
For someone who doesn’t have a Russian phone number how can he deal with setting up the GOSUSLUGI ? Will they provide you a temporary number ? Please let me know how to deal with this situation!

@sand if you are out of Russia, all you can do is set up the simplified account through email.[set up a [mail.ru](http://mail.ru) email or possibly Google mail… ]

Once you are in Russia [SpB, Moscow, Krasnador] the simplest way is to contact Tbank/Tmobile to have them set everything up through them. They have started this service where they will come to you, get your sim, banking, snils, Gosuslugi all set up for you.

@NorseVictory
I’m outside of Russia. I was able to get a SNILS through a lawyer. Then, being that I already had bank accounts there, I was able to confirm my Gosuslugi profile from abroad. Never went to MFC. Tonight I did biometrics in the Gosuslugi app. My question is this - I did the simplified biometrics. Is this sufficient?

Also, how long will it take for my phone company MTC (MTS) to realize that I’m confirmed in Gosuslugi?

@Cal Hi Cal, I have the same problem (currently outside Russia, I need to get my SNILS before my arrival in Moscow to complete the Gosuslugi registration and record my biometric data). Can you point me to your lawyer in Russia who helped you to get your SNILS remotely? Thanks in advance for your reply. You can also reply to me privately here: [etabeta2016@gmail.com](mailto:etabeta2016@gmail.com)
