3-year Multiple-Entry Russian Visa

I am trying to discover all that is required to obtain this 3-year Multiple-Entry Russian Visa. I am an American citizen living in the Czech Republic with my Russian-born wife and we desire to move permanently to Russia.
Our long-range plan is for me to acquire a Temporary Residence Permit and eventually acquire a Permanent Residence Permit. With this in mind, what is the least required regarding health insurance coverage? I suspect with a 3-year Multiple-Entry Russian Visa that within my first 6 months entry I should be able to acquire the Temporary Residence Permit, or is it called a Temporary Residence Visa?
If I become a Temporary Residence Permit or Visa holder what kind of health insurance is required?
When making an application for this 3-year Multiple-Entry Russian Visa at the Prague Russian Consulate will they require an insurance policy for three years? That seems excessive considering I may only be there for 6 months at a time and possibly be outside of Russia for one or more months.
I suspect I will have other questions but for now, this is all I can think of.
I forgot to mention, that we own an apartment in Russia so I do not need some invitation anchored to a hotel but only to our apartment address. And I do not want a private visa, only a 3-year Multiple-Entry Russian Visa as this gives us sufficient time to acquire the Permanent Residence Visa.

I just found the following on Way to Russia RussianVisa/App
For the dates of entry and exit from Russia (fields 10 and 11), you should put the same dates as are written on your invitation. Remember, you can enter and leave Russia any time within this time span, so give yourself 2-3 days extra. Also, the chances of getting a visa are almost 100% if your travel time span is 2 weeks. If it’s longer, the consulate might ask additional questions (if we’re talking about the tourist visa).

How then does one change the 30-day visa to a 3-year Multiple-Entry Russian Visa based on this information?

@Hoping4Residency Hello,

You have a step by step guide to apply for a Russian 3-year Multiple-Entry Russian Visa here:

Note that the total period of stay of a foreign tourist on the territory of the Russian Federation on a multiple-entry tourist visa cannot exceed 90 days within each period of 180 days.

In Czech Republic you can apply at the Russian Visa Center:

It’s not necessary to get insurance for the entire validity of your visa. It’s sufficient to get travel insurance for the duration of your initial stay in Russia. For example, if your visa is valid for 3-years, and you initially travel to Russia from January 1st to January 15th, then it’s enough to get insurance for these 15 days. If you return to Russia from March 1st to March 20th, you’ll need a new travel insurance for these 20 days.

You can get insurance here:

@Irena Hello Irena,
Thank you for this information.
FYI, the Russian Visa Center has closed as of mid-October. Now only through the Prague Russian Consulate can I apply for a visa.
Also, I was left with the impression from many sites about the 3-year multiple-entry Russian Visa that I could stay 6 months and then must vacate Russia for one day and then I can return for another 6 months.

Can US citizens apply for this visa while abroad, or is it necessary to apply for a different kind of visa?

@readbeard You can apply if you have legal residence in that country
