No thanks
@phoebe Why not?
If you are between 18 and 60 year old male, you may want to read about the decree 883. Plan on immediately getting a military contract sooner than later.
@NorseVictory It doesn’t apply to the Shared Values Visa participants,does it?
@Username1 ) Regarding Decree No. 821 dated 05.11.2025:
This Decree does not affect the process of obtaining a TRP based on traditional values itself. However, it does affect the subsequent obtaining of a permanent Residence Permit based on having held a TRP for 1 year. If you are a male between the ages of 18 and 65, then to obtain an RP based on a TRP, you will need to sign a contract for military service for a minimum of 1 year. If you are recognized as unfit for military service due to a medical condition, you will be issued a corresponding certificate, and you can use it to obtain an RP without the need for military service. It is worth noting that a TRP obtained on the basis of traditional values is valid for 3 years, and you are not obligated to rush to obtain a permanent RP as soon as you have held the TRP for 1 year. We predict changes in this part for migrants under the traditional values program in the near future. Moreover, the law allows you to apply for a new TRP after your current one expires. This is another way to maintain residency in Russia for those to whom Decree 821 applies
@NorseVictory
As far as I know, military service is mandatory only for citizens of the Russian Federation, not for individuals holding a permanent residence permit. There is still a long way to go before obtaining citizenship after receiving a temporary residence permit or even a permanent residence permit. If I am mistaken, please correct me and explain which medical conditions qualify for exemption from military service?
Incorrect. Since the approval of decree 821, anyone with / applying for permanent residency will need to also go for a military contract before being approved for the permanent residency. As with anything there are exceptions, but its best to read it [the decree] and plan for oneself. As far as medical exemptions, there are only a few. I dont have a list, but from my understanding, unless youre truly unfit… dont plan on a medical waiver working.
Couldnt one just keep applying for temporary residency after it expires as a way to bypass that?
Correct. Downside of that though [assuming that you cant apply while on a TRP - haven’t heard one way or the other] is that you would have to leave the country, reapply and go through the whole process over again.
For American citizens there doesnt seem to be any benefit of SVV vs a toursit visa
Depends. If one needs to work in Russia, then SVV needs to happen. Russia is also drafting new regulations for the HQS to attract more highly skilled workers- I believe they are exempt from the military contract.
But yes, the American 3 year tourist visa is still the best bang for the dollar.
@NorseVictory
When can we expect changes regarding military service and exemptions from it for participants in the SVV programme?
Your guess is as good as the next. Most likely never? Or at least not until the SVO is over. My suggestion - load up on as much information as you can to make an appropriate decision. Russia is NOT a country for beginners. The SVV is attractive, but if you have no Russian language, understand Russian behaviors/ bureaucracy, let alone the climate, money transfer issues [currently and who knows how long that is going to last] Russia has been cracking down on immigration fraud, tightening “freedoms” with crypto / financial transferring money between people / businesses… and the list goes on
Get on telegram channels like Braiden [moscow lawyer] and expats and read the discussions there. Russia can be a blessing moving forward to move to, but have multiple backups in case plan a falls through
Best advice : dont move without spending actual time there… more than a week’s vacation worth especially if youre planning on the SVV… once you submit your application, you are pretty much stuck in that region / city area. Its not easy to transfer/ re-register from Mocow to even Moscow Oblast.
If you have a passion to live in Russia then you should feel the urge to defend it.
@NorseVictory
Could you please tell us who you are? You seem like someone hired to discourage people from going to Russia and from participating in the SVV program, which has been the subject of so much discussion and so many incentives from Russia. The accounts of people who are in this program don’t match what you’re writing. You portray Russia as a sinister country lying in wait to harm those who visit, yet I don’t know anyone who has returned from Russia and said a bad word about the people or the country. I don’t know who you are, but Russia’s enemies certainly like your posts.
I am just a US citizen wanting to move to Russia. There is no malice on my part… I do my research, have friends in Russia, read the Russian news.. etc etc.
Youre comparing people who have “visited” compared to those who have tried to move and live there. Look up the Hoffmans, Hares and others on YouTube. The Wild Siberian on YouTube is also a good one. He’s Mexican-American who’s moved to around Irtusk, married a Russian citizen and just became a father.
Everything ive said is true - look it up on Google or Yandex.

@migrpost
But let me guess, you want people to “join” you in moving to Russia on the SVV… you know this great “agency” for an extra 5,000 USD they will take care of all the documents?
Despite being discouraged by a “US citizen wanting to move to Russia.” from taking a trip to Russia under the SVV program, I’m still looking for someone who would like to go and is looking for a travel companion.
You do realize that the SVV visa is NOT a tourist visa?
It is NOT designed for one to take a “trip”.. that one needs to bring with them an apostiled background check from the FBI among other documents, that most countries make you sign a document about confirming that you deny western values and support Russias traditional values, that it is only a 90 day visa designed for one to apply for a Temporary Residency Permit.
Short of being able to work [which one wouldn’t be able to do anyways until the TRP was approved] the tourist visa is still a far better visa than a SVV in 99% of the time. If you’re an American, you get 180 days of entry [if you stay at least 90 days consecutive- one must get a physical in Russia] before you must exit Russia for 1 day then you can come back into Russia for another 180 days - for 3 years at a time.
You really need to do some research before visiting.
